Type approval for your device in every Latin American market.

FCC and CE approvals are not enough here. TelecomCC is the local partner for device manufacturers in the US, China and Korea — we obtain homologation, IMEI registration and certificates of conformity before the regulator of each country.

Our mission

To guide manufacturers, importers, assemblers and telecom marketers through the regulation and certification processes required by the official telecommunications authorities in Ecuador and across the Latin American, Central American and Caribbean region.

Every market has its own regulator, its own forms and its own timeline. We translate that complexity into a clear, manageable process for our clients.

Our services

Four areas of work, each tied to a specific regulatory requirement. Open any one to see how the process works.

ARCOTEL (Ecuador)

Homologation is mandatory before a telecommunication device can be sold in Ecuador. It's a technical verification, performed by ARCOTEL, that a device of a specific class, brand and model is suitable to connect to a local network — including mobile phones, WiFi equipment and any device using wideband digital modulation.

The outcome is either a homologation certificate or a certificate stating that homologation isn't required.

  1. Submission of the request with complete documentation
  2. Checking of technical requirements
  3. Approval of results
  4. Issuing of the certificate

We manage the process end to end, so your equipment reaches the market compliant with ARCOTEL's requirements.

ARCOTEL (Ecuador) MINTIC (Colombia) SUBTEL (Chile)

If you import or produce terminal equipment, we help you validate IMEIs with ARCOTEL, MINTIC and SUBTEL, and bring phones, tablets and other devices into these markets correctly registered.

Received a message from your operator saying your phone is about to be blocked? That usually means homologation is missing.

With more than 9 years of experience in equipment homologation, we offer personalised support to put your device in order.

Telecommunication technology moves fast, and the regulation around it has to keep pace — nationally and internationally. That gap is where a consulting partner earns its place: clarifying requirements and applying experience on behalf of clients, whether individuals or companies.

TelecomCC was formed by a group of telecommunications professionals focused on consulting, among the first of its kind in Ecuador. We support clients across:

  • Homologation of telecommunication devices
  • Importation of telecommunication devices
  • Energy efficiency of devices

Document translation

We translate technical documents between English and Spanish. Technical translation should be handled by someone who understands the subject matter, so terminology and meaning carry through intact.

INENCOMEX

Ecuador's Ministry of Electricity and Renewable Energy has worked alongside institutions such as INEN and COMEX to promote efficient equipment, as part of a broader push to cut electricity consumption, reduce reliance on polluting fuels and lower costs for users.

INEN sets the energy-efficiency regulations that equipment must comply with through a conformity certificate. The process works like this:

  1. Submit a form to INEN's Executive Director identifying the product, brand and technical information
  2. Comply with the specific regulation for its tariff classification
  3. Complete the Ecuapass form used to process the request
  4. INEN assigns a professional to verify the requirements once fees are paid
  5. If everything checks out, INEN issues the certificate of conformity
  6. If issues are found, INEN provides a technical report detailing them

Frequently asked questions

The questions manufacturers ask us most often before starting a certification project.

No. FCC and CE approvals are not sufficient in this region. Most Latin American countries run their own type approval regime and require a national certificate before a device can be imported and commercialised, although existing FCC or CE test reports can often be used as supporting evidence to obtain it.

Homologation — type approval in English — is the technical verification that a device of a given class, brand and model is suitable to operate on a local telecommunications network. In Ecuador it is performed by ARCOTEL and is mandatory before the device can be sold. It applies to mobile phones, WiFi equipment and any device using wideband digital modulation. The result is either a homologation certificate or a certificate stating that homologation is not required.

That usually means the device has not been homologated or its IMEI is not registered with the authority. Registering the IMEI resolves it and prevents the device from being blocked on the network.

ARCOTEL in Ecuador, MINTIC in Colombia and SUBTEL in Chile for telecommunications and IMEI matters, plus INEN and COMEX for energy-efficiency conformity certificates. We operate in 42 countries across Latin America, Central America and the Caribbean.

Yes. We work with manufacturers, importers and assemblers based outside Latin America who need a local partner to handle the filings. Send us the make and model of your device and we will tell you which certifications apply in each target market.
